RES Foundation contributed to the panel on The role of Civil Society towards decarbonizing of societies in WBs held within the framework of the “Green Agenda in the Western Balkans: Opportunities for regional cooperation” policy dialogue workshop, organized by the European Council on Foreign Relations in Berlin on 1-2 October.

Our programme director Aleksandar Macura focused on the role of civil society in overcoming obstacles for the development of distributed electricity generation through energy communities in the Western Balkans. An insight into this mechanism is carried out through the legal framework, which consists of four directives:

  • Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources
  • Directive (EU) 2019/944 of the European Parliament and of the Council of 5 June 2019 on common rules for the internal market for electricity and amending Directive 2012/27/EU
  • Directive (EU) 2023/1791 of the European Parliament and of the Council of 13 September 2023 on energy efficiency and amending Regulation (EU) 2023/955
  • Directive (EU) 2024/1711 of the European Parliament and of the Council of 13 June 2024 amending Directives (EU) 2018/2001 and (EU) 2019/944 as regards improving the Union’s electricity market design
